Initiated by Taiwan President Ma Ying-Jiou in his 2nd anniversary inaugural news conference in 2010, Ministry of Science and Technology (MOST) Industrial Fundamental Technology Project (IFTP) commenced in September 2012, granting proposals aiming at establishing research centers for fundamental technologies. All granted proposals are required for these criteria: high commonality, high technological challenges, high anticipated economic impact and potential marketing extensibility. Its goal is to combine academic and industrial capacities to boost the level of the fundamental technologies, fostering the core knowledge and building the development foundation.
Call for Proposals
All proposals submitted, annually in principle, to IFTP are academic-industrial oriented, and subject to, but not limited to, the topics defined by MOST. The proposal, once approved, will be granted by MOST for 4 years for no more than NT$20,000,000 each year, at least additional 20% of which the industrial counterpart ought to sponsor. Each granted proposal will be reviewed every year and 20% to 25% of the approved proposals will be turned down due to their poor performance. At the end of 4 year implementation, the approved proposals could apply for another 4-year granting, during which the industrial counterpart must increase its sponsorship to as much as of the amount MOST grants, in the hopes that the centers could provide themselves with financial support.

Proposals are subject to, but not limited to as they meet the above characteristics, the topics defined by MOST
Subject of the proposal is consistent of the underlining technological development of the submitting institute
Classes are required on semester's basis for practical vocational training
Participating companies need to help set up and maintain the research centers
Submitting institute supports the implementation in terms of expenses, facilities, curricula etc.
